Project and cost management
Provide a broad range of project, cost management and investment advice in relation to site investment, disposal of land for development, construction, housing, regeneration, new build and refurbishment projects to include:
1:1 Project cost estimates, cost plans and cost advice, cost management reports and information.
1:2 Costed options for development projects and programmes.
1:3 Research, gather, collate and report financial and other data for regular monitoring and budgetary control of projects, programmes and individual contracts.
1:4 Research, gather, collate and report financial and other data drawn from market sources on a national, regional and local basis.
1:5 Prepare and assess all financial aspects of development appraisals, including effects of capital and revenue expenditure, project cost calculations and cash-flow projections.
1:6 Detailed financial cash flow review to including sensitivity analysis to consider variables for example market and economic factors.
1:7 Review and report on development appraisals prepared by others.
1:8 Prepare, monitor and manage a project programme.
1:9 Advise on programmes for development, refurbishment and construction projects prepared by others.
1:10 Define project objectives and outcomes with the client and stakeholders.
1:11 Work with the client to establish the governance, management and decision-making structure for projects.
1:12 Assemble and coordinate the project team, arrange meetings and reporting structure.
1:13 Manage other consultants directly appointed by the client, as appropriate.
1:14 Prepare life-cycle cost studies.
1:15 Advise on availability of funding and investment.
1:16 Advise on project insurances, warranties and bonds.
1:17 Prepare tender and contract documentation in conjunction with the Client and members of the design team.
1:18 Manage, advise on, contribute to, participate in the tender process.
1:19 Provide a contract administration and contract management role at all stages of a project.
1:20 Site management step-in in the event of default of a developer.
1:21 General Project support and advice to a borrower to help the borrower to pre-empt/deal with specific issues and challenges during a project.
1:22 Options analysis and recommendations to Homes England or a borrower on how a project should continue.
1:23 Project monitoring services.
Development monitoring
Provide a full range of development monitoring services, reporting on development activities related to the construction or refurbishment of housing and associated commercial, municipal, civil engineering and infrastructure works where required.
2:1 Have the capabilities to undertake a scope of services for this role as described by the Royal Institution of Chartered Surveyors in the RICS professional guidance note, UK - Lender’s independent monitoring surveyor 1st edition (the ‘RICS guidance’) and RICS Project Monitor Services.
2:2 To include an initial audit report in compliance with the above guidance and monthly progress reports to cover:
- cost analysis – plan, month – year to date – remaining
- contingency use
- cost to complete and adequacy of funds
- HBF milestones – including recycled sales
- planning conditions tracker
- insurances
- contracts
- collateral warranties
- building regulations approval / warranty provider
- health and safety and CDM Regulations
- Section Agreements S104/185/278 etc.
- build warranty completion certificates
- outstanding actions – issues of concern with timescale to resolve
2:3 Provide support on procurement, due diligence, contracting and monitoring of projects.
2:4 Identify property related, financial and commercial risks and recommend approaches to their management.
Corporate risk management and governance
Provide a full range of risk management services in relation to overall corporate risk management, site investment and financial risk, disposal of land for development, construction, housing, regeneration new build and refurbishment projects to include:
3:1 Risk framework and policy development
3:2 Advise on reporting of risk and governance
3:3 Risk Modelling, assessment, analysis and validation
3:4 Risk and Contingency Management
3:5 Procurement, due diligence, contracting and monitoring of projects
3:6 Identify corporate, property related, financial, commercial, construction and technical risks and recommend approaches to their management.
Technical and site investigation
Provide a broad range of Technical / Engineering disciplines in relation to site investment, disposal of land for development, construction, housing, regeneration new build and refurbishment projects to include site investigation and remediation, surveys and investigations and general advice including, but not necessarily limited to:
4:1 Access, Movement, Highways, Infrastructure, Traffic and Transportation
4:2 Ground Condition Surveys and assessments to cover geotechnical, geo environmental and mining including intrusive ground investigations.
4:3 Water Management and flood risk assessment
4:4 Historic Environment to cover heritage and Archaeology
4:5 Acoustics noise and vibration
4:6 Ecology and Biodiversity, surveys, assessments and reports
4:7 Environmental Impact Assessments
4:8 Air Quality
4:9 Land survey
Engineering design
Provide a broad range of Engineering design and advice in relation to site investment, disposal of land for development, construction, housing, regeneration new build and refurbishment projects to include all aspects of engineering design of residential development, general construction and infrastructure and general engineering advice, including, but not necessarily limited to:
5:1 Design of Buildings and Structures
5:2 Design of Infrastructure
5:3 Advise on and management of Demolition
5:4 Advise on and Management of Construction
5:5 Advise on and design of Sewerage and Drainage
5:6 Advise on and management of Land Remediation and Civil Engineering
5:7 Mechanical and Electrical Design and Energy provision
5:8 Rail Infrastructure
5:9 Utilities and Services
5:10 Mechanical and electrical installations in buildings
Architecture and landscape design
Provide a full range of architectural and landscape design services in compliance with the RIBA Plan of Work, including residential development, general construction, regeneration, new build and refurbishment projects, investment and disposal of land for development including but not necessarily limited to:
6:1 All stages of the RIBA Plan of Work
6:2 Lead designer and design coordination
6:3 Advice, enabling, facilitation and reports to facilitate development.
6:4 Site inspection and quality control services
6:5 Post occupancy monitoring and evaluation for learning
6:6 Dissemination material, information and training to inform current and future design processes, standards, and construction methods.
6:7 Advise on and prepare contract documentation and administration in conjunction with the client’s legal advisors.
6:8 Design audit to ensure compliance with the client’s requirements
6:9 Provide Landscape Design services and advice.
Planning
Provide a broad range of Planning advice in relation to site investment, disposal of land for development, construction, housing, regeneration new build and refurbishment projects to include all aspects of residential development, construction and infrastructure including, but not necessarily limited to:
7:1 Provision of a broad range of planning and design related services in relation to obtaining outline, full and hybrid planning permission.
7:2 Advise on planning policy, strategy and approach.
7:3 Prepare layouts and design information required to submit a planning application, including architectural and urban design services.
7:4 Define required site investigations and other technical information to support the planning application and coordinate procurement and preparation of supporting technical advice.
7:5 Liaison with Local Authorities including all departments involved in the planning process.
7:6 Liaison with Statutory Stakeholders and other interested parties.
7:7 Provide expert witness services/representation in relation to strategic planning matters.
7:8 Prepare planning strategies, Local Development Frameworks for development projects.
7:9 Advise on Section 106 Agreements, Community Infrastructure Levy and other tariffs.
7:10 Advise on S278 Agreements
7:11 Advise on, prepare and submit Environmental Impact Assessments scoping requests
7:12 Provide advice in relation to planning appeals
7:13 Management of and advice on Compulsory Purchase Orders
7:14 Provide advice where Homes England uses it planning powers to act as a Planning Authority.
Consultation
Provide a broad range of consultation and communication advice and services in relation to obtaining planning permission for development, construction, housing, regeneration, new build, refurbishment and infrastructure projects including, but not necessarily limited to:
8:1 Full range of services and advice regarding stakeholder communication and consultation
8:2 Liaison with statutory and other stakeholders
8:3 Advise on communications handing, design, targeting, management and messaging
8:4 Communications planning and stakeholder management
8:5 Design and organisation of exhibitions and display
8:6 Management of consultation events
8:7 Design of web based communication and management of social media.
8:8 Analyse feedback from community engagement processes. Work to embed the findings in the site development strategy and Masterplan.
8:9 Facilitate and/or attend community engagement processes to establish programme or project objectives.
Masterplanning and urban design
Provide a broad range of Masterplanning and urban design services and advice in relation to development, construction, housing, regeneration new build and refurbishment projects including, but not necessarily limited to:
9:1 Prepare development frameworks and Masterplans for development and regeneration projects
9:2 Identify and take into account all physical, technical, social, economic, statutory, stakeholder and environmental and financial issues and constraints to produce a practical, deliverable Masterplan.
9:3 Advise on and ensure proposals meet all regulatory requirements
9:4 Incorporate government requirements, policy and standards where necessary
9:5 Prepare illustrative material, reports and briefing documents.
9:6 Review, appraise and advise on development proposals submitted by developers and provide on-going guidance on development plans.
Construction design and management (CDM)
Provide specific advice on Construction Design & Management (CDM) to ensure compliance of design and health and safety with CDM 2015 (and any subsequent updates) and provide a key project advisor in respect of construction Health & Safety risk management, including:
10:1 Undertake the role of Principle Designer.
10:2 Providing pre-construction information to Principal Designers, Designers, the Principal Contractor, contractors, and others
10:3 Prepare, review or update the Health and Safety File and Pre Construction Information
10:4 Undertake safety inspections and compile and audit risk assessments, etc.
10:5 Liaison with statutory and other stakeholders.
Property advisory services
Provide a broad range of Property advice and services in relation to development, construction, housing, regeneration new build, refurbishment projects and infrastructure projects including, but not necessarily limited to:
11:1 Provide property Advisory services in compliance with current RICS best practice
11:2 Review national, regional and local markets to identify appropriate strategies for adding value to, the development of, acquisition or disposal of land to the benefit of public sector clients’ projects or programmes.
11:3 Undertake market research and provide marketing advice generally or on a specific area.
11:4 Review any development, strategies or programmes to ensure that the client’s objectives and financial targets are achieved.
11:5 Assist the client in preparing evidence and reports necessary for achieving approvals for projects, to include approvals from MHCLG, Treasury etc.,
11:6 Assist in the preparation of draft Development Briefs in respect of individual sites / joint venture opportunities.
General services
12:1 Management of multi-disciplinary consortium/ team
- Act as lead consultant, manage sub-consultants and other consultants appointed directly by the client where instructed.
- Directly employ and manage relevant third-party companies and contractors as required to undertake the discharge of any of this service.
- Provide a single point of contact to report to the client.
- Liaise as necessary with client, consultant(s), legal and project teams and advise as necessary.
- Adhere to all policies of Homes England and any issued ways of working and protocols. Respond to any consultations/queries issued.
12:2 Stakeholder management
- Liaise, negotiate and work collaboratively with statutory and other stakeholders.
12:3 Research studies
- Advise, prepare, organise and submit desk top studies and reports.
- Preparation presentation material for exhibitions the press and presentation both on hard copy and electronically.
- Research, advise and present impacts of emerging legislation and best practice guidance including sustainability issues.
- Assist the client with the preparation of good practice guidance and research and help the client in the promotion of this material.
- Providing lessons learned and market intelligence
12:4 Health and safety
- Adhere to all health and safety, environmental and other relevant statutory requirements and/or regulations and advise the client of any obligations, restrictions or areas where enforcement action may arise thereof.
12:5 Promotional material services
- Provide mapping, graphic design or drawing preparation services for publication to hard or electronic copy.
- Undertake actual layout design or provide appropriate input to the preparation of reports and publications.
- Provide publication design services or arrange for and manage the printing, duplication, binding and distribution of publications as appropriate.
12:6 Policy and strategy advice and reports
- Monitor and reporting on existing and emerging government policy, innovation, research and practice in relation to all aspects of housing, regeneration and development
- Monitor and advise the client on government legislation relating to the specific areas of services delivered
- Advise, support and represent the client at public enquiries.
- Provide input for inclusion of development policy and information for statutory Planning Documents.
12:7 Contract advice
- Provide advice on contractual or other legal matters and where relevant complete legal documentation in consultation with the client’s legal advisers.
12:8 Procurement
- Maintain a full working knowledge of public competition, tendering and financial rules in order to advise clients appropriately.
- Prepare tender documents, manage tender process including site visits by bidders, assess and shortlist bidders and recommend proposed winning bidder.
- Manage construction appointments, including programme and financial control.
12:9 Training
- Development of and provision of training for Homes England Staff and stakeholders.
12:10 Staffing
- Provision of secondees to Homes England on a temporary basis.
