Introduction
1. This circular is to inform you of additional funding that will be allocated to local authorities (LAs) for the costs of administering the Severe Disability Premium (SDP) changes. The LA Practitioners’ Operational Group has been consulted regarding New Burdens associated with implementing them.
Severe Disability Premium
2. On 16 January 2019 new regulations were introduced which prevent claimants who are receiving SDP, or have received it within the last month and remain entitled to it, from moving to Universal Credit (UC) even if they have a relevant change in their circumstances.
3. Where the claimant is no longer in receipt of SDP or they have an entitlement but are not in receipt of SDP they will have to go online to make a claim to UC. For up to date information on the SDP process you should refer to circular HB A3/2020
Funding and payment details
4. LAs will receive a single payment. In order to provide transparency, a breakdown of the total funding is given below and detailed in Annex A.
