6. Introduction
1. This circular is to inform you of final additional funding that will be allocated to local authorities (LAs) for the costs associated with administering the Housing Benefit (HB) Severe Disability Premium (SDP) gateway change in 2020 to 21. The LA Practitioners’ Operational Group has been consulted regarding New Burdens associated with implementing the change.
7. The HB (SDP) gateway
2. On 16 January 2019 new regulations were introduced which prevent claimants who are receiving SDP or have received it within the last month and remain entitled to it, from moving to Universal Credit (UC) even if they have a relevant change in their circumstances. Further information on the HB (SDP) gateway can be found in circular HB A1/2019.
8. Funding and payment details
3. LAs will receive a final payment for the period from 1 April 2020 to 26 January 2021. In order to provide transparency, the total funding is given below and the breakdown of funding by LA is provided in Annex A.
