Background
1. The government made an announcement on the future funding of supported housing in August 2018. This included keeping all supported housing within the Welfare system and committing to develop a new oversight regime to ensure quality and value for money.
2. As part of the Department for Work and Pensions’ (DWPs) effort to improve quality and value for money on supported accommodation it is essential for DWP to understand more about the Housing Benefit (HB) expenditure to inform policy development and to ensure cases are accurately recorded.
3. As set out in LAWD12/2021, DWP has been reviewing the available data for specified accommodation claims and identified a significant undercount of such claims across local authorities (LAs) as a whole. Along with the significant undercount, DWP has also identified various discrepancies in the use of markers.
4. From April 2022, there will be changes to the appearance of some of the existing front-end fields on LAs’ IT systems and some new fields will be added for recording a new supported accommodation and temporary accommodation HB claim.
5. Further details regarding this change will be shared with LAs shortly.
Funding and payments details
6. This New Burden funding of £1,570,800 supports an increase in LA costs as follows:
- £112,200 to cover the cost of amending IT exception cases that require manual intervention
- £1,122,000 to cover the cost to record the relevant marker on a new claim
- £336,600 to cover learning and development for HB processing staff
7. The individual allocations are provided in the attached Annex A.
8. Each LA will receive their allocations in the week commencing 28 March 2022.
