Introduction
1. This circular is to inform you of additional New Burdens funding of £477,884 to support an increase in LA costs to review and make changes to Housing Benefit (HB) awards following the Incapacity Benefit Reassessment (IBR) LEAP exercise.
Background
2. The Department for Work and Pensions (DWP) began migrating Incapacity Benefit (IB) / Severe Disability Allowance / Income Support (IS) cases to Employment and Support Allowance (ESA) from 2011 onwards.
3. Entitlement to ESA Income Related (IR) was not initially considered if IS was not in payment at migration.
4. This led to the now completed DWP IBR LEAP exercise, which has repaid 112,000 ESA cases £589 million as of 16 January 2020.
5. As a result, affected HB claims need to be reviewed and updated as appropriate. Further information on the IBR LEAP exercise can be found in LAWD3/2022
6. Details of individual LA cases will be issued by Transfer your File the week commencing 21 March 2022.
Funding and payments details
7. The individual allocations are provided in the attached Annex A.
8. Each LA will receive their allocations in the week commencing 28 March 2022.
