Introduction
1. This circular is to inform you of additional funding of £115,784.24 that will be allocated to local authorities (LAs) in Scotland to support the costs of recording Adult Disability Payment (ADP) since its introduction in August 2022.
2. The funding is intended to meet New Burdens incurred by LAs as a result of the following activities:
- checking ADP award details
- recording ADP award details on Housing Benefit (HB) systems
- reporting outcomes to the Department for Work and Pensions

3. Funding for each LA is based on the number of cases in each LA and the estimated level of resource required to administer the HB cases.
4. The funding is to cover an increase in LA costs for HB cases and does not support Local Council Tax Reduction. The funding for Council Tax related expenditure is administered by the Department for Levelling Up, Housing and Communities and the devolved administrations.
5. In order to provide transparency, a breakdown of the total funding is provided at Annex A - Individual LA allocations.

6. Each LA will receive their allocation payments in the week commencing 10 July 2023.
