Introduction
1. This circular is to inform you of additional New Burdens funding of £23.96 million that will be allocated to local authorities (LAs) to support the costs of delivering Welfare Reform changes in the financial year ending (FYE) March 2025.
2. The funding is intended to meet New Burdens incurred by LAs because of the following areas of Welfare Reform:
- Discretionary Housing Payment (DHP) administration
- Benefit cap
- Single Fraud Investigation Service (SFIS)
- Universal Credit (UC) New Burdens including:
- Housing Benefit (HB) maintenance on a UC case
- Natural migration to UC
- Managed Migration (Move to UC)
3. Funding for HB/UC claim activities for the FYE March 2025 is based on the estimated level of resource required to administer the impact of HB cases moving to UC.
4. The funding is to cover an increase in LA costs for HB cases and does not support Local Council Tax Reduction. The funding for Council Tax related expenditure is administered by the Department for Levelling Up, Housing and Communities and the devolved administrations.

5. To provide transparency, a breakdown of the total funding is given in the table below:
Area of activity | Funding distribution relates to/supports | Funding |

DHP administration | This New Burdens funding relates to the costs incurred by LAs in administering the DHP scheme in England and Wales. – The allocation methodology has been reviewed and uses an LAs’ Indices of Multiple Deprivation (IMD) score and the percentage of DHP government contribution each LA receives. A transitional protection has then been applied to mitigate the impact from moving from the old methodology to the new one. – DHPs for Scottish LAs were devolved from 1 April 2017 and the Scottish Government will communicate directly regarding the costs of administering their DHP scheme for the FYE March 2025. | £15.7million |
Benefit cap | This New Burdens funding relates to the extra costs of delivering the benefit cap regulations. The funding has been allocated to LAs based on the expected benefit cap caseloads under HB, considering the forecast rollout of UC to LAs in the FYE March 2025. | £0.18million |
SFIS | This New Burdens funding is for costs associated with providing information to the Department for Work and Pensions (DWP) to support fraud investigations. The funding has been allocated based on the forecasted FYE March 2025 HB admin subsidy caseloads. | £0.28 million |
UC New Burdens: HB maintenance on a UC case | This New Burdens funding reflects the cost of additional activities required to support UC claimants that are living in temporary accommodation or supported accommodation and receive their Housing costs through HB; ensuring the correct passporting status is maintained on those claims. The calculation includes an element to include complex cases as there is no data share in place and Searchlight checks will be required to manage the passported claim. | £1.92million |
UC New Burdens: Natural migration to UC | This New Burdens funding reflects the additional costs incurred by LAs moving claimants from Legacy benefits to UC, including the additional administrative cost of transferring details of claimant HB debt to DWP for recovery. | £0. 37 million |
UC New Burdens: Managed Migration (Move to UC) | This New Burdens funding reflects the additional costs incurred by LAs for terminating an HB claim when a claimant is required to Move to UC through Managed Migration. This includes the additional administrative cost of transferring details of claimant HB debt to DWP for recovery. | £5.51million |
6. Each element of the funding has been distributed amongst LAs on a basis that reflects the likely distribution of costs, as indicated in the table above. The detailed breakdown of individual LA allocations is provided at Annex A.
