This document contains the following information: Housing Bill: consultation on draft legislation.

This draft Bill seeks to:- replace the existing housing fitness standard with the evidence-based Housing Health and Safety Rating System (HHSRS); improve the controls on Houses in Multiple Occupation (HMOs), including a mandatory national licensing scheme; give local authorities powers to license all landlords in areas of low housing demand and similar areas; require anyone marketing a home to assemble a home information pack for potential buyers; modernise the Right to Buy scheme. A new office of Social Housing Ombudsman for Wales will be set up. Local authority landlords will be given flexibility to continue introductory tenancies by up to six months.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
