This report completes the Law Commission’s programme of work on the reform and modernisation of housing law and practice. Earlier reports were (1) ‘Renting homes’ (Law Com. 297, Cm. 6781, ISBN 9780101678124) and (2) ‘Housing: proportionate dispute resolution (Law Com. 309, Cm. 7377, ISBN 9780101737722). The focus of this report is the private rented sector, specifically the repair and maintenance of the property and harassment and unlawful eviction.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
