The HS2 Phase 2B planning forum acts as the primary vehicle for liaison between the High Speed Two (HS2) project and local authorities along the HS2 Phase 2B route between Crewe and Manchester, the North West and Scotland on matters of cross boundary and route-wide interest.
Invitees to the Heritage Subgroup are representatives from relevant local authorities and utility companies, Historic England, Historic Environment Scotland, Department for Transport (DfT), Greater Manchester Archaeological Advisory Service (GMAAS) and HS2 Ltd.
The subgroup generally meets every quarter with a forward programme of meetings and anticipated agenda items produced and maintained.
Currently meetings are generally held in via Teams and in locations across the route. The meetings are recorded in minutes and the meeting papers distributed to members.
Matters addressed at the forum change and evolve to reflect the development stages of the project with the forum’s terms of reference updated accordingly.
During the passage of the High Speed Rail (Crewe - Manchester) Bill through Parliament, the focus of the forum is to discuss route wide principles, standards, practices, and processes associated with heritage matters.
