These are the 2016 meeting minutes of the Highways Subgroup of the Planning Forum, which meets about every 6 weeks with a forward programme of agenda items.

The HS2 (High Speed Two) Phase One Planning Forum was established in May 2013 in advance of the submission of the HS2 Hybrid Bill. The HS2 Phase One planning forum acts as the primary vehicle for liaison between the HS2 project and local authorities along the HS2 Phase One route between London and the West Midlands on matters of cross boundary and route-wide interest.

During the passage of the High Speed Rail (London - West Midlands) Bill through Parliament, the focus of this particular forum is to discuss route wide principles, standards, practices and processes associated with highways matters.

These minutes detail exactly what was discussed in the meetings and were distributed accordingly to the appropriate members.

Invitees to the Highways Subgroup are representatives from relevant highway authorities, HS2 Ltd and the Department for Transport.

Each subgroup meeting alternates between the ‘north’ and ‘south’ to reflect the distribution of highways authorities along the Phase One route. Currently meetings are generally held in Warwickshire and London. The meetings are recorded in minutes and the meeting papers distributed to members. *[HS2]: High Speed Two
