The Promoter’s response to the First special report, published on 17 December 2015, by the House of Commons Select Committee on the High Speed Rail (London - West Midlands) Bill. The Secretary of State for Transport is promoting this bill.

This response addresses matters raised by the select committee concerning the Department for Transport’s discretionary property compensation schemes for HS2. Specifically, the operation of the Need to Sell scheme and related issues.

The High Speed Rail (London - West Midlands) Bill seeks the powers needed to construct and operate Phase One of HS2.
