This command paper sets out the government’s plans for Phase Two of HS2. Phase Two of the route covers the full ‘Y’ network from Birmingham onwards to Manchester and Leeds.
The command paper includes details of the government’s plans for accelerated delivery of a section of the Phase Two route. This route section, known as Phase 2a, is from Fradley (at the point where HS2 Phase One joins the West Coast Main Line) to Crewe. It will open in 2027, 6 years earlier than originally planned.
