Details

The UK government aims to develop up to 10GW of low carbon hydrogen generation by 2030. We plan to support up to 1GW of electrolytic hydrogen being in construction or operational by 2025, through yearly electrolytic allocation rounds.

This study captures feedback about the design and delivery of the first Electrolytic Hydrogen Allocation Round 2022, and informs the development of the Hydrogen Allocation Round 2.

The process evaluation focuses on the stages up to the notification of shortlisting, and covers:

  • design
  • application
  • communication
  • future considerations

38 participants were interviewed, including:

  • applicants
  • non-applicants who submitted an EOI
  • non-applicants who did not submit an EOI
  • DESNZ staff and technical advisor

The former Department for Business, Energy and Industrial Strategy (BEIS) commissioned the Technopolis Group to carry out this process evaluation of the Hydrogen Allocation Round 2022 in January 2023.
