Hydrogen Business Model / Net Zero Hydrogen Fund: negotiations list for allocation round 2022 (published August 2023)

Initial due diligence on the shortlisted projects has now been completed. We have invited 17 projects, totalling 262MW and located across England, Scotland and Wales, to negotiations, alongside continued due diligence.

Projects that have not been included on this list or that have not applied for this round are encouraged to consider submitting bids for the second allocation round - see more details.

Government is working at pace to ensure that the first electrolytic allocation round (HAR1) concludes before the end of 2023. We expect to award contracts totalling up to 250MW of capacity from HAR1, subject to affordability and value for money. We aim for contracts to be awarded in Q4 2023, with first projects becoming operational in 2025.

Progressing to negotiations does not guarantee contract award, as we continue to assess whether projects are deliverable, affordable, and represent value for money. Any decision to award support will only be made subject to government being comfortable with the application of subsidy control requirements and any balance sheet implications.
