This report was commissioned as part of the Civil Service Talent Action Plan: Removing the barriers to success. This called for further independent reports to examine the barriers faced by staff:

  • who declare disabilities
  • are from a minority-ethnic background (BAME)
  • are lesbian, gay, bisexual or transgender

Written by Ethnic Dimension, this report looks at the background and context of BAME staff experiences working in the Civil Service, and makes 10 recommendations under the broad headings of:

  • culture
  • leadership and accountability
  • talent processes and career development
