Apply for approved exporter status (C1454)
Use the online service or postal form C1454 if you're an exporter and want to use Simplified Procedures to export preference qualifying goods to preference-giving countries.

Details
Check the list of eligible countries before you submit your application. You cannot apply for approved exporter status for any countries not shown on this list.
To complete the form you’ll need:
- your Economic Operator Registration and Identification reference number — for example GB123456789000
- the commodity code for each of the goods you intend to export under preference
- estimates of quantities and values of consignments to be exported each year
You’ll also need to send additional evidence to support your application.
You can either:
- use the online service
- fill in the form on-screen, print and post it to HMRC
To apply online you need a Government Gateway user ID and password. If you do not have a user ID you can create one when you apply.
Email HMRC to ask for this form in Welsh (Cymraeg).

If you’re using the online service
You can submit any supporting evidence by either attaching it online, or sending it by post. If you submit this online, the documents should be no more than 5MB in PDF or JPEG format.
If you want to send your supporting evidence by post, include the unique reference number you’ll get once you’ve submitted the C1454 online.
You can track your progress online using your unique reference number.
HMRC will acknowledge receipt of your application. If we need any more information we’ll contact you.
If you’re sending the print and post form
Send your supporting evidence with your form to:

You will not be able to track the progress of a postal form.
We’ll acknowledge receipt of your application (by email if provided). If we need any more information we’ll contact you.
If your business has an HMRC Client Relationship Manager you should send your application to them.
Before you start using the postal form
If you’re using an older browser, for example Internet Explorer 8, you’ll need to update it or use a different browser. Find out more about browsers.
You’ll need to fill in the form fully before you can print it. You cannot save a partly completed form so we suggest you gather all your information together before you begin to fill it in.
After you’ve applied
If we approve your application, we’ll send you a letter that sets out the authorisation conditions.
Conditions include:
- goods exported must meet the relevant rules of origin
- keeping of detailed records
You should keep this letter in your records. You should also write to us if there has been a change to your business which may impact on your authorisation, such as, changing your trading name, your trading address or if the owner of the business changes.
