Certain ammonium nitrate products from Russia (anti-dumping duty 2436)

The Commission, by Implementing Regulation 2020/1317, OJ ref. L309, added certain ammonium nitrate products to the scope of the anti-dumping measures on imports from Russia.
This regulation takes effect from 13 October 2020.
Product description
Products affected are products consisting of free flowing porous prills predominantly based on ammonium nitrate with the following composition (in % by weight):

ammonium nitrate greater than 99.4
-
(total nitrogen greater than 34.5)
-
anionic polymer 0.28
The oil absorption of the prills is greater than 10% by weight.
The prills have a bulk density of 0.72 g/cm3.

The rate of 32.71 applies to products produced by Open Joint Stock Company (OJSC) and either sold directly to the first independent customer in the Union or sold by EuroChem Trading GmbH, Zug, Switzerland, or sold via Open Join Stock Company Mineral and Chemical Company ‘EuroChem’ Moscow, Russia, and EuroChem Trading GmbH, Zug, Switzerland (the ‘EuroChem Group’) to the first independent customer in the Union.
