These terms of reference set out the vision, objectives, scope, delivery and timeline for the independent commission on the water sector regulatory system.  

The commission will review the water sector regulatory system and make recommendations to reform the water sector regulatory framework in England and Wales.  

This review has been commissioned by the UK government and Welsh Government.
