In autumn 2022, the government commissioned an Independent Review of Net Zero. Led by former Energy Minister the Rt Hon Chris Skidmore MP, the review was tasked with assessing the government’s approach to net zero, to ensure it was pursuing the most economically efficient path to meeting its climate change commitments, given the changed economic context.

This document responds to the expert recommendations made in the independent review.

We have published the Powering Up Britain: Net Zero Delivery Plan alongside this response. It sets out our progress towards meeting UK carbon budgets and our plans for further policy action, to deliver on our net zero by 2050 target.
