The executive summary of the review considers the consistency of the management of registered sex offenders across England and Wales, and whether the current capabilities to manage them are fit for purpose.

The review specifically looks at how consistently the police manage the risk posed by registered sex offenders and whether the regime protecting the public could be strengthened further.

The executive summary considers evidence in relation to factors including:

  • police resourcing
  • consistency of offender management
  • information sharing
  • management tools and orders
  • risk assessment, management, and prioritisation
  • training

The executive summary also makes recommendations for stakeholders involved in the police-led management of sex offenders, including the government, the College of Policing and the National Police Chiefs’ Council.
