The ISA was established as the ‘Independent Barring Board’ under Section 1 of the Safeguarding Vulnerable Groups Act 2006. The role of the ISA is to decide who should be statutorily barred from working with children and vulnerable adults under the Government’s Vetting and Barring Scheme.

This paper was laid before Parliament in response to a legislative requirement or as a Return to an Address and was ordered to be printed by the House of Commons.
