International humanitarian law: UK developments and activities, 2020 to 2022

This report outlines new developments and activities that the UK government has undertaken in international humanitarian law (IHL) from 2020 to 2022.

This UK report responds to the biennial United Nations General Assembly Resolution 75/138 on the Status of the Protocols Additional to the Geneva Conventions of 1949 and relating to the protection of victims of armed conflict. It also considers measures taken to strengthen existing international humanitarian law, including those that aim to disseminate and fully implement it at the national level. It covers a range of topics, including:

  • promoting IHL
  • training and doctrine in the British armed forces
  • the preventing sexual violence in conflict initiative (PSVI)
  • enforcement

This report is included in the addendum to the UN Secretary General’s report on the resolution.

The UK government used a template questionnaire to encourage others to use a similar format in the future. Our biennial report is in line with our work to promote voluntary reporting on implementation of IHL at the domestic level (see the UK voluntary report and the related toolkit). It also supports our encouragement of greater transparency and confidence-building measures among other countries.
