Fatigue is a known a factor in many maritime accidents. Managing fatigue effectively is important for:

Part 1 of the guidance is for:
- senior management
- ship owners
- shipping companies
It describes what fatigue is, the causes of it, and the approaches to dealing with it.
The annex supports part 1, and gives model formats for:
- shipboard working arrangements
- recording hours of work and rest for seafarers
