The paper was drafted in the summer of 2019 as preparatory work. It reviews the codes of conduct of political parties holding seats in Parliament and provides a foundation for creating a Joint Standard owned by the political parties, which will contain a shared understanding of the minimum standards of behaviour expected from all party members. This builds on recommendations in the CSPL report, Intimidation in Public Life.
The Committee on Standards in Public Life held meetings with political parties in November 2018 and March 2019. The Jo Cox Foundation and CSPL began a formal partnership to expedite this work in May 2019.
