Sets out the role of the Education Funding Agency and the duties of the Chief Executive of Skills Funding in relation to funding training for Learners with LDD aged 19 to 24 from the academic year 2013 to 2014 onwards and confirms the arrangements for continuing learners from 2012 to 2013.

The funding position for Learners with LDD will align to the Apprenticeships, Skills, Children and Learning Act 2009 from 1 August 2013. Please see the Learners with LDD section in the Funding Rules.

For 2013 to 2014, the Agency will fund the following learners:

  • new 19+ learners not subject to a Learning Difficulty Assessment (LDA) or Education, Health and Care Plan (EHCP), who self declare LDD
  • continuing (2012 to 2013) 19+ learners requiring less than £5,500 additional learning support, who are not subject to a LDA, and who self declare as LDD
