David H Hargreaves looks at the opportunities and challenges of a self-improving school system for teaching schools and their strategic alliances. This report concentrates on the roles and responsibilities of school leaders.

Teaching schools have a double challenge, to:

  • co-develop professional practice that raises standards across their alliance
  • work with other teaching schools to develop new standards of professional practice
