Background
The Learning Disability and Autism Community Discharge Grant is a non-ringfenced grant available to local authorities in England to help accelerate the discharge of patients with a learning disability or autism (or both) from mental health hospitals into the community.
This funding will help to address double running costs before a patient’s formal discharge, where a person is still an inpatient requiring a bed but a community care package is also in place.
The funding, announced in the March 2020 Budget, consists of £74 million over 3 years for the whole of the UK under the Barnett Formula. Local authorities in England will receive a total of £62 million over the 3 years:
- £20 million in 2020 to 2021
- £21 million in 2021 to 2022
- £21 million in 2022 to 2023
A custom distribution methodology has been used to calculate allocations for each transforming care partnership (TCP) and integrated care system (ICS). This methodology directly addresses double running costs and allocates money where it is most needed. TCPs and ICSs with relatively high inpatient numbers, and who therefore need to discharge greater numbers of people, receive more funding to overcome double running costs.
Details
The Community Discharge Grant has been paid as a non-ringfenced section 31 grant to local authorities. A custom distribution methodology has been used to calculate allocations for each TCP and ICS.
