This independent report by Cambridge Centre for Housing and Planning Research examines issues around the levels of leasehold and freehold charges and the extent of variation within these. This includes service charges, sinking funds, charges associated with major works, administration and permission fees, ground rents and estate rent charges.
Using a combination of desk-based research, surveys, structured interviews and MHCLG analysis of the English Housing Survey, this report presents evidence on charges within the leasehold sector.
The government welcomes this report as an additional source of data on charges in the leasehold sector, and will take it into account as it takes forward a comprehensive programme of reform to end unfair practices in the leasehold market.
