Apologies for the delay in responding as I wanted to discuss this issue with ACC Jenny Gilmer who is the NPCC lead on CCTV. I have now done that.
In relation to the letter of 22nd March 2022 I understand and recognise the position taken by the Biometrics and Surveillance Camera Commissioner and NPCC are committed to working with his office to create guidance and, most importantly, practice that allows us to operate in an ethically acceptable manner. I am aware that ACC Gilmer has been liaising and that her ‘ways of working’ sub group are reviewing the ‘HR and Ethics’ guidance that was circulated earlier this month. They will provide feedback by the requested time. I have also discussed the issue of ethical procurement with Lianne Deeming, Chief Executive Officer of Bluelight Commercial and I am linking her with ACC Gilmer.
I hope that clarifies the NPCC position on this and that you can see that the appropriate leads are engaging in order to achieve a practical response to the issues that have been raised.
