This letter from the Home Secretary to the Advisory Council on the Misuse of Drugs sets out the government’s response to the council’s advice on the potential harms and control of khat under the Misuse of Drugs Act 1971. The first Home Secretary response was in relation to control only.

The letter complements the Home Secretary’s 3 July announcement of the decision to control khat as a Class C drug under the Misuse of Drugs Act 1971.

The draft legislation to implement this decision was laid before Parliament on 31 October.
