This letter responds to a letter sent by Clive Betts MP, Chair of the LUHC Select Committee, on 21 June raising questions related to external legal advice that had been publicly shared regarding the Levelling Up and Regeneration Bill.

The Secretary of State sets out how the changes in the Bill will support the plan-led system. It answers questions related to the primacy of the Development Plan, National Development Management Policies, Spatial Development Strategies, Supplementary Plans and Urgent Crown Development.
