1. GCA levy funding policy 2022/2023
This document explains how the Groceries Code Adjudicator (GCA) has determined the levy on designated retailers for the financial year 2022/23. This fulfils the requirement of section 19(8) of the Groceries Code Adjudicator Act 2013.
On 10 June 2022, the Secretary of State approved the 2022/23 levy amount, methodology and approach if additional retailers are designated during the financial year.
2. Levy amount for 2022/23
The levy amount for 2022/23 is set at £2 million. This comprises £1 million for GCA operational costs and £1 million intended for use in the event of a GCA investigation, arbitration or for extraordinary operational costs.
The total 2022/23 levy amount has increased from £1.9 million in 2021/22, but each individual Retailer will pay less (£142,857, compared to £146,154 in 2021/22) due to the increase in the number of designated retailers to 14.
3. Levy methodology
The 2022/23 levy will be split evenly between the Retailers with no variable element.
4. Designation of additional retailers
Any additional retailer designated under the Groceries (Supply Chain Practices) Market Investigation Order 2009 during the financial year 2022/23 will be charged a flat-rate levy payment of 1/14 of the total levy, pro-rated to reflect the portion of the GCA financial year remaining from the date of designation.
