This evaluation report is the first of three reports from the Life Chances Fund (LCF) Primary Evaluation being undertaken by the Government Outcomes (GO) Lab at the University of Oxford.

Structured in two parts, part I of the report describes the application process undertaken by the LCF and the 31 projects that were offered funding using management information, survey data, and qualitative data from a focus group. In part II, the report uses management information and administrative documents to describe the adaptations LCF projects initially undertook in response to the Covid-19 pandemic, over the period of March – October 2020.

The Department for Digital, Culture, Media & Sport (DCMS) are working in partnership with the Government Outcomes Lab (GO Lab) to undertake an evaluation of the LCF. The LCF was launched as an £80m locally-led SIB fund to tackle entrenched social issues across England. The LCF contributes to SIB projects through payments by results contracts. These contracts involve social investors and are locally commissioned.
