This report looks at what levels should be set for limits on Tiers 1 and 2 of the points-based system, during their first full year of operation (2011 to 2012). This is to help achieve the government’s aim of reducing net migration to an annual level of tens of thousands. It takes into account social and public service impacts, as well as economic impacts.
