This review of relevant literature regarding local authority (LA) capacity and capability for planning and providing local transport aimed to answer the following questions:

  • what are the capacity and capability needs of LAs?
  • what barriers do LAs face in addressing these needs?
  • how can LAs be best supported to improve their capacity and capability?

The review drew upon 30 documents featuring evidence from multiple modes of transport and differing LA characteristics.
