Local authorities are rated from 0 to 4 on their capability to make schemes that will support the objectives set out in the Cycling and Walking Investment Strategy.

The ratings focus primarily on 3 areas:

• local leadership
• plans
• delivery record

This report publishes those ratings, sets out how they were developed and explains how they will be used.

This report is an updated report for 2024. It compares local authority performance with 2023. You can see the 2023 report on the National Archives website.
