​From 20 to 22 July 2026, Ministry of Housing, Communities and Local Government officials wrote to the chief executives of councils in: 

• Derbyshire and Derby

• ​Devon, Plymouth and Torbay

• East Sussex and Brighton and Hove  

• ​Gloucestershire

• ​Hertfordshire

• ​Kent and Medway

• ​Lancashire, Blackpool and Blackburn with Darwen

• ​Leicestershire, Leicester and Rutland

• ​Lincolnshire, North Lincolnshire and Northeast Lincolnshire

• ​Oxfordshire

• ​Staffordshire and Stoke-on-Trent

• ​Warwickshire

• ​Worcestershire

​Each letter provides information around the secondary legislation that will be taken forward to implement the selected local government reorganisation proposals in each area. ​

A separate letter to chief executives in Nottinghamshire and Nottingham was also published.

   Implementation letter for Devon, Plymouth and Torbay updated to correct an error in the number of parishes listed under the remit of the new Torbay unitary authority. This does not change the decision made in that area.
