In 2021, the Department for Levelling Up Housing and Communities provided £7.5 million of funding to Local Resilience Forums (LRFs) for 1 year as a pilot project to improve LRF capacity and capability, and to collect evidence on the efficacy, challenges and opportunities of HMG providing direct funding to LRFs. This pilot represented the first-time central government has provided direct funding to LRFs outside of funding for specific events and was a first step towards meeting the government’s Integrated Review commitment to consider strengthening their roles and responsibilities.

This publication sets out the findings from the evaluation of the LRF Funding Pilot. The Funding Pilot was evaluated by ICF using a theory-based approach to assess the outcomes, additionality, and value for money of the funding.
