The Taskforce was active between 2015 to 2020.

This toolkit is designed to support portfolio holders, senior officers, council transformation teams, and library service managers. It is designed to help users to undertake, or contribute to, a robust, objective and evidence-based analysis of local need and develop a strategy to deliver a library service that will meet the needs of their local communities.
