This report details an analysis of the quality of heat decarbonisation plans (HDPs) produced using Low Carbon Skills Fund (LCSF) grants, and collates data from those plans.

The research aimed to:

• explore how public sector organisations can develop best practice HDPs
• provide insights on how the LCSF scheme can be improved to meet its aims

The assessment was delivered through qualitative and computational analysis of HDPs provided by DESNZ. It specifies 34 individual findings across 6 key themes:

• HDP quality
• LCSF application
• HDP guidance
• data collection and presentation
• Public Sector Decarbonisation Scheme (PSDS) application
• energy efficiency and heat decarbonisation (EEHD) measures
