A rising floor: the latest evidence on the National Living Wage and youth rates of the minimum wage

This report contains the Low Pay Commission’s analysis of the effects of the 1 April 2017 increases to the National Living Wage and other minimum wage rates.

Analysis in the report includes:

  • the number and proportion of workers that will be paid the minimum wage from April 2017, referred to as ‘coverage’
  • the effects of the minimum wage on pay at the bottom of the distribution
  • the geograpical variation in the coverage of the minimum wage
  • the coverage of the minimum wage in different occupations
  • analysis on the employment effects of the National Living Wage
