Low risk waste positions: animals and animal waste

If the Environment Agency provides a low risk waste position (LRWP) for an activity, you can carry it out without an environmental permit for a waste operation provided that you meet all the conditions.
The Environment Agency may review its LRWPs. It may decide the activity is no longer suitable for a LRWP or that the conditions need changing. You must regularly check that the LRWP you are benefiting from is still in place.
LRWPs for animals and animal waste that have been withdrawn
LRWP 25 on storing and recovering waste animal bedding from pet retail outlets was withdrawn 19 September 2024 as the Environment Agency has no information to suggest it is needed.
LRWP 89 was withdrawn on 19 September 2024 as it has been replaced by the regulatory position statement Scattering or burying pet ash at a pet cemetery: RPS 310.

We have made a minor change to LRWP 39, to clarify that, subject to Animal and Plant Health Agency approval, both domestic dead pets (which are excluded from the Waste Framework Directive) and dead wild animals (which are controlled wastes) can be stored together under LRWP 39 pending disposal. We have changed the wording of the LRWP from referring to dead wild animals only, to dead animals. We have also added a condition to require registration of the storage facility with the Animal and Plant Health Agency under the Animal By-Products Regulations.
