This report documents the work undertaken using the Lower Thames Crossing model to forecast traffic flows and traffic conditions in future scenarios for the 3 location options under consideration. It documents the forecasting assumptions made, the resulting future year traffic forecasts, and forecast changes in traffic and travel conditions.

These traffic forecasts were used to calculate the likely benefits, impacts and revenues in developing a strategic outline business case for each location option as set out in the Final review report.
