Highways England has commissioned this project to monitor and evaluate the impact following the second year’s operation of the first smart motorway all lane running (SM-ALR) scheme, the M25 junction 23 to 27.

The performance of the scheme is assessed for a second year of operation to:

  • review the safety performance during the initial period of operation
  • continue to monitor and understand the change in risk to road users and to road workers
  • provide evidence of the benefits of the concept
  • provide evidence to help improve the concept of operation and the design requirements

This report presents the results following the second year of evaluation from May 2015 to April 2016. It is split into sections to cover each of the objectives of SM-ALR: flows, journey times and safety.
