Appendix 7: Command, control, co-ordination and communication in outbreaks of infection in prisons, YOIs, and STCs.
For HMPPS Prison, YOI or STC services certain matters are reserved for decisions or action at the national level.
These are where the impact of an outbreak (or incident) or control measures recommended affect:
- population management, for example recommendations to restrict movements into or from and secure settings
- capacity, for example where accommodation cannot be used, or control measures restrict the available spaces at a secure setting
- conflict with operational policy, for example a recommendation to suspend social or professional visits or inspections, or control measures which interfere with the requirements of the Prison Rules
HMPPS Health & Care Partnerships Team should be invited to join all IMT meetings and national representatives will advise on or refer matters for national decision as appropriate.
