Details

This prison service instruction (PSI) describes how prisons should manage the small number of prisoners who are identified as presenting a risk of escape, including:

  • identifying the prisoners who pose a risk and placing them on the E-List
  • assessing and classifying the prisoners according to their level of risk of escape
  • managing E-list prisoners in custody
  • managing the prisoners while being escorted between locations

It also contains guidance and forms covering:

  • a prisoner’s right to appeal a decision to be placed on the E-list
  • criteria for referring a prisoner to E-list heightened status
  • additional security procedures for E-list standard and E-list heightened prisoners
  • the requirements for reviewing all prisoners on the E-list

This is a current PSI. It came into effect on 2 March 2015.
