The UK Trade Remedies Authority (TRA) commissioned independent research from LSE Consulting to inform analytical approaches to assess the existence and scale of government-induced market distortions in steel industries in major steel producing countries. This report focuses on the impact of activities of public bodies and State-Owned Enterprises (SOEs) which can distort the markets in which they operate.

Note that the findings from this research should not be interpreted as the UK government’s views of or commentary on other countries’ policies. Rather, the research aims to provide an objective and evidence-based overview of potential market distortions that affect the context within which the TRA undertakes its investigations.
