MHCLG has produced guidance in response to a recommendation made to government in the Tees Valley independent review report, published 29 January 2024.

This guidance clarifies legislation in respect of Mayoral Development Corporations, including oversight, reserve matters and consent. The guidance provides an overview of what a Mayoral Development Corporation is; how legislation works, including consent; and clarifies the roles and responsibilities of mayoral combined and combined authority members and officers.
