Members of the ring-fencing and proprietary trading independent review panel announced and Terms of Reference for the review published
John Flint, Patrick Honohan, Betsy Nelson, Preben Prebensen and Linda Yueh have been appointed by HM Treasury as members of the independent review panel on ring-fencing and proprietary trading.

They will join Keith Skeoch, who was announced as chair of the panel on 21 December 2020, to review the operation of ring-fencing legislation and any risks arising from proprietary trading activities. The Financial Services (Banking Reform) Act (FSBRA) 2013 requires the panel to submit its reports to the Treasury, including any recommendations.
The Treasury is also publishing the Terms of Reference for the review.
John Flint stepped down from his position as a member of the independent review panel on Friday 24 September 2021 ahead of his taking up the role of Chief Executive of the UK Infrastructure Bank.
